Community Concerns

Operation of ATV's, UTV's, MPV's and Golf Carts

 

During these hard economic times, the Board of Alderman of the City of Waverly voted back in 2008 to try and help the citizens of Waverly by allowing the operation of All-Terrain Vehicles (excludes trucks and automobiles), Utility Terrain Vehicles, Motorized Play Vehicles and Golf Carts upon all city streets and alleys with a special permit (obtainable from City Hall).

The operation of these vehicles does not include the City Owned Parks or Missouri State Highway 24.

If you decide to operate any of these types of vehicles in the City of Waverly, the following applies:

--these vehicles may only be operated between the official sunrise and sunset on the day of operation; unless, that vehicle displays at least one (1) working head lamp and one (1) working tail/stop lamp. These vehicles may be operated up to 9:00 pm Sunday through Thursday, and up to 11:00 pm on Friday and Saturday. Nosafety flag” is required on these vehicles.

--shall have a valid operators or chauffeurs license to operate the vehicle

--may not operate at speeds exceeding twenty-five (25) miles per hour

--shall have a bicycle “safety flag”, the flag shall be triangular in shape with an area not less than thirty (30) square inches , shall be day-glow in color, extends not less than six (6) feet above the ground and attached to the rear of the vehicle

--shall wear a securely fastened “safety helmet” on the head, unless the individual is at least eighteen (18) years of age

--shall not operate the vehicle in a careless way so as to endanger the person or property of another

-- shall not operate the vehicle “While under the influence of alcohol or any controlled substance”

--shall not operate the vehicle with a passenger unless the vehicle is designed to carry a passenger(s) and the passenger does not interfere with the operator’s ability to safely operate the vehicle

--the parent or legal custodian of any person under the age of sixteen (16) who does not hold a valid driver’s license will be fined instead of the operator of the vehicle

Permits: may be obtained from the City Clerk (will need the VIN of the vehicle), are issued on an annual basis, expire December 31st of each year, charge fee of $15.00, they are non-transferrable and must be displayed on the vehicle in an easily visible location.

The City of Waverly and the Waverly Police Department asks for your cooperation in following these rules. With everyone’s cooperation, the streets of Waverly will be a safer place.
